Following the continuous drying process of Urmia Lake, Considering special commitment and attention made Dr. Hassan Rouhanithe -newly elected government President- to constitute a national committee for the sake of Urmia Lake called Urmia Lake Restoration National Committee (ULRNC) at the first meeting of the cabinet, July 2013. Due to the special consideration of honorable president, first vice president Dr. Jahangiri was appointed as head of the national committee. Also, Dr. Isa Kalantari, former minister of Ministry of Agriculture was selected as a secretary of ULRNC.
Also, observing hierarchy in planning and making final decision, it was noticed that one the main approaches of Urmia Lake Restoration Committee is collective wisdom not only for big but also for small decisions. In fact, according to the framework has been defined by committee from the beginning, it has been decided that any decision must be from experts group than individual. Therefore, three making decision and professional committees named Steering Committee, Technical Committee, and Coordinating Committee with specific members were established. Indeed, according to the emergency of specific topics, a meeting will be held by above mentioned committees to make a constructive decision. Eventually, the conclusion would be made by member of Urmia Lake Restoration National Committee as committee decision.
ULRP Committee started its activity to develop a roadmap and action plan for Urmia Lake Restoration Program by establishing a Planning and Resource Mobilization Unit (PRMU) at Sharif University of Technology and in collaboration with Tabriz and Urmia universities and professionals from other universities, national specialized organizations, local and international experts. First of all, ULRP set up 6 technical Committees and 20 work teams and conducted survey on similar lakes of the world. Also, it reviewed 19 programs, road map and action plan prepared by pervious national team. The road map was discussed and approved in two meetings of ULRNC of which the first meeting was headed by First Vice President and second one was headed by President Dr. Hassan Rouhani. Also, the necessary orders were issued to start implementation of approved action plan by him. It was decided that the entire projects will be implemented by the concerned institutions and organizations while ULRNC undertakes only Monitoring and Evaluation (M&E). To do M&E continuously, ULRP head office and two provincial sub-offices were established. ULRP took initiative to establish local Socio-cultural councils and utilized scientific and technical capacities of universities, especially University of Urmia and University of Tabriz located in Urmia Lake Basin. According to the roadmap and timetable, ULRP was approved as a ten-year program including three phases i.e. i) stabilizing the current status, ii) restoration and iii) sustainable restoration. It is a hope that the program can achieve the objective within ten years to revive the Lake.
